Eswar Menon has served on the Board of Retirement since 2026.

Menon is the Chief Investment Officer /Fundamental Strategies and a partner at Empiric Institutional an SEC registered and GIPS compliant firm firm focused on public equity investing for institutional investors. Menon is the founder of Harper Capital Management (2016) and the firm merged with Empiric Institutional in 2024. He manages three public equity strategies – Global Equity, International Value and Emerging Markets.

Menon has served as a Board Trustee, Board Vice-Chair, and Chair of both the Investment Committee and the Joint Personnel Committee at the San Jose Police & Fire Retirement Fund. In this role, has led the annual asset allocation process where he works with the Investment Staff and Fund Consultants, helped establish best in class governance and played an important role in the recruitment of the senior executive team.

During his 31-year career in asset management and prior to his current roles, Menon has worked at several well-known, large asset managers. These include Nicholas-Applegate Capital Management. Loomis Sayles, WHV Investment Management and Geneva Advisors. Menon has extensive knowledge of public equity investing, asset allocation and risk management, and experience in oversight of Public Funds In a career prior to asset management, Menon worked as a Senior Engineer in the semiconductor industry.

Menon grew up in India and holds a Bachelor of Technology degree in Electrical Engineering from the Indian Institute of Technology, Madras. He completed his Master of Science in Electrical & Computer Engineering from the University of California, Santa Barbara. Menon holds an MBA from the University of Chicago Booth School of Business, where he graduated summa cum laude. He has been a resident of Walnut Creek for 26 years and enjoys walking the regional trails and hiking in the East Bay hills.
